Terms of Service

These Terms of Service (“Terms”) govern your use of the Okardcare platform (“Okardcare”, “we”, “our”, or “us”), including mobile applications, websites, and related services. By registering or using our services, you agree to comply with these Terms. If you do not agree, please do not use Okardcare.

1. What does Okardcare do?.

  • Okardcare provides a platform to connect patients with doctors for consultations, seeking advice from medical experts.
  • We provide appointment booking, video/audio consultations
  • Okardcare is not a hospital or clinic, and does not replace medical treatment in person

2. Terms and conditions of service users

  • You must be sincere in using the service to inquire about information with a doctor in the system for the true purpose of treating or curing the disease.
  • Enter your information accurately for verification and follow the steps set by the system.
  • Pay the appointment booking fee in the system according to the correct procedure so that the system can approve the appointment with the doctor.
  • Be sure to check the history and affiliation of the doctor you want to consult before booking an appointment to get the most out of your experience
  • You can refer friends to use this system service by using your ID code or referral link in your own profile to enter the referral application process. The system will immediately give you 5000 points for each referral. You can use these points to make an appointment with a doctor at a rate of 1 point per 1 kip for those who use our system only.
  • In case of emergency, if you want to cancel your appointment with a doctor, you must notify the system at least 30 minutes in advance so that new patients can use the service and it does not waste the doctor's time. If you do not notify in advance by the specified time, the system will deduct 10,000 kip per appointment.
  • Patients can call and consult with a doctor within 24 hours, both on the emergency line and the pre-appointment line, with different service charges, such as 6,000 kip per minute for the emergency line and 3,000 kip per minute for the pre-appointment line.

    1. Registration and Account Use

    • Must be 18 years old or older.
    • Anyone under 18 must provide a guardian’s signature and proof of the guardian’s ID card or passport number.
    • Patients must provide accurate and truthful information when creating an account.
    • Each patient may only have one account and cannot share login details with others
    • Patients are responsible for keeping their email, phone number, and OTP password secure

    2. Appointments and cancellations

    • Patients can book a consultation with an available doctor through the Okardcare platform
    • Booking is confirmed once payment has been processed
    • Patients can cancel their appointment 30 minutes before the consultation (before the discussion) and will be charged a cancellation fee (10,000 kip/time), except in cases of technical failure caused by Okardcare
    • In cases where an appointment cannot be canceled, patients can reschedule their appointment themselves without any additional fees
    • If the doctor cancels, the patient will receive a full refund or have the option to reschedule the appointment

    3. Prices and charges

    • Consultation service fee 3,000 kip per minute
    • Hotline service fee 6,000 kip per minute
    • The cancellation fee 10,000 kip per time
    • Fee for late appointment (not calling the doctor) 10,000 kip per appointment

    4. Payment

    • All payments must be completed through the Okardcare platform only.
    • Payment for service fees will not be accepted in cash. Payment must be made through a bank transfer such as BCEL One, international cards (credit/debit cards), etc.

    5. Refunds

    • Doctor cancels or does not attend
    • Unable to conduct discussion (chat) due to technical issues with the Opportunity Chart
    • Refunds will be processed within 10-15 days

    6. Non-refundable conditions

    • Refunds may be denied if the service appointment is scheduled and the person does not attend, does not answer the call, and does not comply with the terms of the service.
    • In cases where a consultation with a doctor has been completed but the patient's needs have not been met, the Opportunity Care system will not refund the service fee for the time used. However, if there are 5 minutes or more remaining in the appointment, you can book an appointment with a new doctor.
    • If communication is interrupted due to factors such as unstable internet connection, environmental noise, etc., the system will not provide a refund.

    7. Referral Award

    • Patients can refer others using their own referral code
    • Referrers will receive 5,000 points per referral per account

3. Limitation of Liability and Dispute Resolution

  1. Okardcare provides access to licensed physicians and provides online consultations, health care methods, and lifestyle advice only
  2. Opportunity Care will not be responsible for expenses such as prescriptions, treatments, etc. through a doctor's referral
  3. Opportunity Care will not be responsible for any damages resulting from treatment in any case, such as: purchasing medication on your own, treatment from other places even under the advice of a doctor

2. Dispute

  1. Payment disputes
    1. Payment disputes may arise regarding payment errors in appointments, duplicate charges, patients must notify Opportunity Care within 7 days of the disputed transaction. Opportunity Care will review the case and, if applicable, issue a refund in accordance with our Refund Policy (in Section 4 of the Terms of Service)

  2. Refund
      Refunds may be denied if the service appointment has already been scheduled or if the cancellation conditions (in clause 4 of the Terms of Service) are not met
  3. Personal data disputes
      If a dispute arises from the disclosure of personal information to a third party without the permission of the data owner, such as: name, address, phone number, email, bank account, appointment information, chat information, photos, audio, video, etc.

3. Conflict resolution

    1. The patient or doctor must collect relevant evidence such as photos, audio, video and other information that can be used as evidence, and submit a written request to the Career Center within 15 business days.
    2. The opportunity for the clerk to investigate the dispute is where, when, by whom, etc.
    1. The Opportunity will act as a neutral mediator between such disputes in accordance with the Opportunity's policies and terms.
    2. Both parties must cooperate in good faith and provide relevant detailed information (such as meeting notes, conversation notes, or other relevant evidence)
    3. If Opportunity Care is unable to mediate to reach an agreement, Opportunity Care is ready to cooperate with both parties in resolving the relevant disputes under the laws of the Lao PDR

4. Account closure

  1. Deleting an account from the system is irreversible, including all usage history and all records will be permanently deleted, but must pass verification and a written request from the account owner before approval of deletion
  2. Deletion is irreversible, including all usage history and payment records, but must pass proper account verification before deletion is approved
  3. Any account that is inactive for 1 year will be automatically deleted by the system, but the system will notify you via email 1 month in advance
  4. Okardcare may suspend or close accounts in cases of fraud, misuse, or policy violations
  5. Any outstanding payments or refunds must be paid before account deletion
